Western Region Industrial Manager, Economic Development Partnership of NC
Bill Payne and his wife have lived in the Asheville area for the past 15 years and have four children and fourteen grandchildren. He received a BS in Chemistry from the University of Richmond in 1976 and an MBA from Western Carolina University in 2002. He worked in the textile manufacturing industry for 35 years for WestPoint Pepperell, Tultex Industries and Sara Lee in capacities as production manager and plant manager.
Bill has been with the North Carolina Department of Commerce for the past ten years as an Existing Industry Specialist. He has recently transferred to the public/private partnership, Economic Development Partnership of North Carolina, as the Western Region Industrial Manager. He travels in Western North Carolina visiting industries to acquaint them with state, federal, and local programs that assist them in growing their businesses. Bill has managed several local projects in the area with companies Linamar, Jacob Holm and Richelieu Manufacturing.
The Economic Development Partnership of North Carolina (EDPNC) is a 501(c)(3) nonprofit corporation that oversees the state’s efforts in business and job recruitment and retention, international trade, and tourism, film and sports development. Emphasizing customer service, the Partnership fosters collaboration between businesses and government, local and regional economic development organizations, other businesses, community leadership and the state’s universities and community colleges. The partnership also provides access to research, innovative technology and research and a robust analysis of facilities and sites available for relocation.
